2. Plan, control and execute all activities connected to class and flag state survey and certificate requirements and build and maintain effective liaison with relevant authorities.
3. Formulate a dynamic work plan and action list with the Ships’ Command to ensure that the vessel is maintained in accordance with Client requirements. Provide regular reports to all interested parties as to progress of works.
4. Work cooperatively with relevant members of the Fleet Cell to co-ordinate all information required for the preparation of the vessels’ running cost budget. Maintain strict control of all aspects of vessel expenditure, ensure vessel expenditure is accrued to vessel accounts, and take appropriate action to bring costs to budget level. Any potential unbudgeted expenditure must be flagged to the Fleet Manager without delay.
5. Monitor vessel performance trends including speed, fuel and lubricating oil consumptions, and implement timely remedial actions where these are outside agreed or expected parameters.
6. In discussion and agreement with the Fleet Manager prepare a ‘visitation plan’ to ensure assigned vessels are visited at regular intervals and report on general condition, repairs and maintenance, crew performance, safety, environmental protection, and identify any remedial actions required. Discuss with Ships’ Command the work plan, running costs, spares and stores situation and other issues of concern and report on same.
7. Provide timely and accurate reports to Clients regarding the management, expenditure and condition of the vessel as per the Management Agreement.
8. Authorise without delay all undisputed vessel orders for stores, spares, repairs and survey within financial limit of authority. Take appropriate action to ensure the vessel remains adequately stocked for safe and efficient operation and obtain the Client's approval for any unbudgeted expenditure.
9. Through close and cooperative liaison with the MS&Q Superintendent ensure repair of all reported deficiencies, damages and non-conformities are cleared with the minimum of delay.
10. Provide assistance as requested to establish the root cause in an incident and/or accident investigation. Take part in any follow-up review of lessons learned.
12. Prepare and/or contribute to any Insurance claims and liaise as appropriate with the client and Underwriters' representatives throughout the claim process.
13. When Senior Officers visit the office prior to joining a vessel ensure they are briefed as appropriate, on VMS, fleet requirements, vessel work plan etc. Ensure they have an understanding of the V.Ships ‘one team one goal’ philosophy and are clear about the standards of performance expected and support available from the Fleet Cell & Support Teams ashore.
14. Build and maintain a professional and effective working relationship with Senior ships staff.
15. Conduct Senior Officer Performance Appraisals in accordance with VMS procedures and as play an active role in their career development.

KEY RESPONSIBILITIES and TASKS:
- Manage and control the split of responsibilities between the Ship Management Office (SMO) and the Manpower Supply Office (MSO) for crew functions/activities.
- Plan and monitor the appointment of personnel to vessels in accordance with VMS procedures, agreed terms & conditions of employment and specified experience and training/qualification matrices; advise the Fleet Manager of any deficiencies or doubts.
- Monitor vessel manning levels ensuring full compliance with relevant international and Flag State legislation, Union agreements ensuring, in consultation with the Fleet Manager, the levels are compatible with the vessel's maintenance needs, trading patterns and owner requirements.

OVERALL PURPOSE OF THE JOB:
- To support the Fleet Cell and in particular Fleet Superintendents by ensuring that all administrative systems, records, reports and analyses of fleet operations are properly maintained and ready on schedules.
- To ensure that enquiries concerning the fleet are dealt with promptly in the absence of the Fleet Superintendent.
KEY RESPONSIBILITIES and TASKS:
- To receive all the reports from the ship and distribute to relevant persons in a timely manner. For assigned vessels maintain a record of receipt of all required reports year on year.
- To review invoices for accuracy and confirm validity of same to Fleet Superintendent for repairs, surveys, radio traffic, slops/sludge disposals and lube oils.
- To collate, analyse and maintain records for vessels within the fleet cell, paying particular attention to vessel performance, lube- oils and insurance claims processing. Alert Fleet Manager and Fleet Superintendent to any item which falls outside normal parameters.
- To maintain an accurate and up to date record of vessel certificates, survey status and documentation. Take necessary action to obtain renewals, extensions and update computer records as required to maintain validity going forward. Maintain oil major vetting inspection defect lists for Fleet Superintendent’s assistance.
- Ensure that the vessel operating accounts are updated, including the commitment expenditure, technical disbursements to the cost coding. Carry out budget control.
- Control of stevedores damages and recovery, commitments for agency, VCA, repair squads and to update the Fleet Superintendent’s pending file in his/her absence.
- To assist in the preparation and updating of daily, weekly, monthly & quarterly reports, weekly minutes in ShipSure, dry-dock files. Act as ‘back-up’ for the Fleet Superintendent, under guidance of Fleet Manager.
- To review the bunkers, lubes and water R.O.B. reports for sufficient safe capacity for the fleet vessels forthcoming voyages

KEY RESPONSIBILITIES and TASKS:
1. Plan, control and execute all activities connected
with maintenance, repairs, dry-docking, conversion or modification
of assigned vessels.
2. Plan, control and execute all activities
connected to class and flag state survey and certificate requirements
and build and maintain effective liaison with relevant authorities.
3. Formulate a dynamic work plan and action list with the
Ships' Command to ensure that the vessel is maintained in
accordance with Client requirements. Provide regular reports
to all interested parties as to progress of works.
4. Work cooperatively with relevant members of the Fleet Cell to co-ordinate
all information required for the preparation of the vessels'
running cost budget. Maintain strict control of all aspects
of vessel expenditure, ensure vessel expenditure is accrued
to vessel accounts, and take appropriate action to bring costs
to budget level. Any potential unbudgeted expenditure must
be flagged to the Fleet Manager without delay.
5. Monitor vessel performance trends including speed, fuel and lubricating
oil consumptions, and implement timely remedial actions where
these are outside agreed or expected parameters.
6. In discussion and agreement with the Fleet Manager prepare a 'visitation
plan' to ensure assigned vessels are visited at regular intervals
and report on general condition, repairs and maintenance,
crew performance, safety, environmental protection, and identify
any remedial actions required. Discuss with Ships' Command
the work plan, running costs, spares and stores situation
and other issues of concern and report on same.
7. Provide timely and accurate reports to Clients regarding the management,
expenditure and condition of the vessel as per the Management
Agreement.
8. Authorise without delay all undisputed vessel
orders for stores, spares, repairs and survey within financial
limit of authority. Take appropriate action to ensure the
vessel remains adequately stocked for safe and efficient operation
and obtain the Client's approval for any unbudgeted expenditure.
9. Through close and cooperative liaison with the MS&Q Superintendent
ensure repair of all reported deficiencies, damages and non-conformities
are cleared with the minimum of delay.
10. Control and monitor the risk for assigned vessels and to act as a member of the
risk assessment team for shipboard procedures and operations
when called upon to do so.
11. Provide assistance as requested to establish the root cause in an incident and/or accident
investigation. Take part in any follow-up review of lessons
learned.
12. Prepare and/or contribute to any Insurance claims
and liaise as appropriate with the client and Underwriters'
representatives throughout the claim process.
